When do maps start dropping

Duplicate sextant effects do not stack and will deduct a use from one of the Watchstones. Sextants come in three variants. Each variant has its own pool of modifiers that they can apply to maps.

Naturally, the rarer the sextant, the higher quality of modifiers it can apply. Sextants are random drops, they start dropping in maps. They also drop in some map chests in delve, there is one Syndicate member who gives a stash with sextants in his safehouse, you can trade for them with players…. Dont know the drop rates, but I do know they lowered them since closed beta.

You are most likely going to have to trade for maps eventually if you want to run them nonstop. I have 7 characters over level 60 and I've only found 5 maps on my own. Thats not counting in parties or whatever else. I also kept track of the last 13 maps I've run, I've gotten 14 maps out of those On average, players will not have a constant supply of Maps unless they trade for more or do end-game boss runs to try to find another when they run out.
